Payroll Coordinator

An excellent opportunity for an experienced Payroll Coordinator has become available for our client based in Sunderland on a long term, temporary basis. Working hours for this role are Monday to Friday with the pay rate of £10.71 per hour. MAIN PURPOSE OF JOB: To oversee the day to day management of all functional payroll activities, providing technical and specialist support and advice to all employees, ensuring services provided are effective, efficient and in compliance with relevant requirements.



  • To promote the Service vision, ‘Creating the safest community’.
  • To ensure that all policies and procedures within the function are adhered to and in accordance with standing orders and financial regulations, appropriate financial controls, and statutory regulations.
  • To assist in the development and implementation of all policies and procedures for the function, ensuring they are in line with regulations and value for money principles.
  • To deputise for the Payroll Advisor when required.
  • To assist in the management and processing of the payment of salaries for all personnel in accordance with procedures including the correct treatment of PAYE, taxable allowances, VAT etc.
  • To supervise the Payroll Assistant and provide day-to-day guidance, direction and effective workload planning.
  • To liaise with all internal and external personnel including representatives of the Lead Authority.
  • To ensure that starters, leavers, transfers and changes are processed accurately and promptly, and accounted for correctly.
  • To be responsible for monitoring and auditing the payment of salaries for all personnel.
  • To ensure the correct treatment of payment of both Occupational and Statutory payments (e.g. sickness, maternity, paternity, adoption).
  • To effectively administer, control and monitor the Essential, Casual and Occasional Car User Schemes, and any other allowances and expenses.
  • To carry out periodic payroll reconciliations and controls ensuring salary adjustments and recovery are managed appropriately.
  • To provide general advice and guidance regarding payroll queries, by transferring complex information so that it can be understood by a variety of personnel.
  • To be responsible for the production of a variety of documents and reports relevant to the function.
  • To provide analytical data and information to inform decision-making.
  • To be responsible for ensuring quality of data and information within the payroll system by undertaking verification and audit exercises as required.
  • To provide relevant salary information to third parties e.g. mortgage references, insurance companies etc.
  • To provide information to assist in the preparation of annual budget and revenue estimates relating to salaries and wages.
  • To utilise the IT payroll system and produce a variety of payroll and budget reports as required.



  • Qualification in (or working towards or prepared to study) relating to payroll or significant relevant experience.
  • Excellent literacy and numeracy skills.



Knowledge of:-

  • Computerised payroll systems
  • Computerised Financial Information Systems
  • Payroll/pension issues and legislation
  • Accounting principles
  • Data Protection issues


Ability to:-

  • Provide guidance relating to payroll
  • Undertake budget monitoring processes.
  • Supervise a team
  • Demonstrate attention to detail and accuracy
  • Carry out quality assurance of data
  • Demonstrate effective time management to work to conflicting priorities, meet deadlines and targets
  • Delegate activities to payroll team
  • Demonstrate effective IT skills including use payroll systems
  • Demonstrate excellent interpersonal skills to enable liaison at all levels internally and externally.
  • Prepare and produce reports
  • Work on own initiative and as part of a team
